History of Blue Sky Foundation of North Carolina Inc. 1999-2000

February 1999 HMGP Grant Applications Approved. Grant agreements with the NC Division of Emergency Management signed.
March 1999 Foundation Brochure Completed and Printed.
March 1999 Governor's Hurricane Conference. Foundation partners with state and local agencies as a conference sponsor and participates in training.
June 1999 Foundation Web Site. Foundation web site placed on new server under agreement with Netcom.
August 1999 Training Strategy Completed. Over four-month period three meetings were held with local officials, and one with staff from the Independent Insurance Agents of NC, to develop the corporate strategy.
September 1999 HMGP Grant I Closed. Final report and contract documents provided to the Division of Emergency Management. Grant payment of $25,000 received in November 1999.
November 17,1999 Home Depot Agreement. Home Depot and the Blue Sky Foundation partners to provide housing through the Permanent Replacement Housing Initiative, operated by the NC Division of Emergency Management. Construction practices beyond those required by the North Carolina Building Code were used in the construction of the replacement housing. Home Depot, Inc. donated $63,839.57 in building materials to help off-set the cost of these homes.
March 2000 Hazard Mitigation Practices for Sustainable Communities brochure published by the Foundation.
March 2000 Governor's Hurricane Conference. Foundation partners with state and local agencies as a conference sponsor and participates in training.
March 2000 Don Markle hired as Executive Director.
May 2000 Technical Committee Meeting Blue Sky Criteria. Committee reviews existing state building codes and Blue Sky building details for basis of Blue Sky education/training.
June 2000 HMPG Saferoom Demonstration Project approved: The Blue Sky Foundation agrees to conduct market/technical analysis on FEMA saferoom concept to provide information, education and training to promote safe room and/or safe building construction in North Carolina. A grant of $687,690 is awarded by NC Division of Emergency Management to:
-Conduct market research
-Define engineering criteria and public message
-Produce engineering standards and prototypes
-Outreach
July 17-18, 2000 Blue Sky Details Technical Committee Meeting: Decision made to develop a Blue Sky building manual, incorporating existing state building codes.
August 2000 “Winds of Change” Video Completed.
September – October 2000 Conducted Five Focus Groups on Saferooms and Fortified Homes Concept.
October 2000 Hosted Hurricanes Lessons Learned Conference (Nagshead, NC). Insurance and Real Estate Continued Education credit offered. 125 attendees.
October 2000 – January 2001 Quantitative Research Conducted: Conducts 702 phone interviews on hazards, hazard resistant housing, and saferooms.
November 2000 Back ground Report for Exemplary Communities Completed.
Examines Building Code Effectiveness Grading System, and Showcase States, Project Impact, Hazard Mitigation Planning Initiative, and Cooperative States initiatives as they relate to Exemplary Communities concept.
November 2000 Final Report on Qualitative Market Research Completed.
Fall 2000 Media Awareness Campaign. News articles regarding hazard resistant construction, roofing construction details and flood proofing and flood mitigation are distributed.
December 2000 Technical Criteria Committee Meeting on Saferooms in a Hurricane Prone Wind Area. Decision is made to use FEMA saferoom standard, publicize Clemson testing research with comparison to economics/market research, and to promote a single “Fortified” criteria for the whole house.
