Blue Sky Staff
Don Markle is Executive Director of the Blue Sky Foundation. He comes to Blue Sky Foundation from SCANA Corporation of Columbia, South Carolina, where he was manager of New Product Management and Development. Don was with SCANA for three years during which time he served as Manager of Commercial Marketing Services and Executive Director of the OneStep consolidate service pilot project. During the late 1980”s and through the mid 1990’s Don worked for the non-profit Alternative Energy Corporation (now Advanced Energy Concepts) of Raleigh, North Carolina. He served as director of the Applied Building Science Center, which included the North Carolina Heat Pump Training Center, the Duct Diagnostic and Training Center, and Southeast Regional Geothermal Heat Pump Training Center. Prior to coming to the Southeast, Don worked for the University of Alaska Cooperative Extension Service where he initiated the Award winning Alaska Craftsman Home Program. Don has been a syndicated newspaper columnist for building related information, started a radio station and graduated from the University of Hawaii with a BS in Geology and Geophysics in 1972.
Charles Dugger is Project Manager for the Blue Sky Foundation of NC Inc. He comes to Blue Sky after graduating from North Carolina State University Master’s of Public Administration Program, where his study concentration was in municipal government. While earning his MPA Charles worked for Best Resource Management Inc. as a property management consultant for two years where he initiated and maintain liaison between property management and housing managers. Charles earned one-year credit for his Masters in City Management education at East Tennessee State University where he interned for the city of Johnson City, TN. During his internship he worked closely with the assistant city manager in finance, department heads, GIS director, Chamber of Commerce, and City Manager in order to gain a working knowledge of city operations. In 1997 Charles earned a Bachelors of Science degree in criminal justice from North Carolina State University where he proceeded his criminal justice work as Intake Investigator for the Re-Entry program in Raleigh, NC. Charles has had extensive training in the manufactured Housing field, particularly in the setup & inspection industry while at Blue Sky and has successfully developed private industry coalitions to building stronger buildings and safer communities. Charles has been a Tuition Scholar, Vice President of Public/City Management Association of Graduate Students, Member of Tennessee City Management Association, and received a Certificate from International City Management Association University workshop for “Reconnecting with Citizens”.
Cecil Leon Neal, Jr. [Leon Neal] is engineering consultant for Blue Sky Foundation. He is a licensed Professional Engineer in North Carolina. His technical background is mechanical and aerospace engineering and he has worked with applied energy research since 1970. For 10 years he was a Senior Engineering Project Manager with the North Carolina Alternative Energy Corporation (AEC) (now Advanced Energy Corporation). His experience includes over 20 years with North Carolina State Government in areas of technology transfer, energy research, and energy research management. He has been especially active in solar energy and he has authored or co-authored over 20 technical papers in that subject area. He founded the North Carolina Solar Energy Association and served as Chairman of that organization during the initial two years of existence. Beginning in 1985 the major focus of his research has been concentrated on efforts to increase the actual efficiency delivered by residential space conditioning equipment. As a result of this research focus, he has become recognized as a national expert on residential air conditioning, heat pumps, and the impacts of residential cooling on summer peak loads experienced by electric utilities. He has numerous publications, workshops, or reports in this technical subject since 1985. He has over 9 years experience as lead engineer/project manager on projects to field measure actual equipment efficiency, training programs to prepare technicians to perform quality field work, and design, implementation, and evaluation of programs to achieve higher field efficiencies. He has over 6 years experience as lead engineer and principal technical evaluation of field evaluation projects of new technologies including solar domestic hot water systems, dual fuel heat pumps, advanced heat pumps, thermal energy storage systems, and ground-coupled heat pumps. He was instrumental in applying scientific and engineering principles to an understanding of many of the indoor air pollution problems including moisture, mold, and mildew that are now recognized as important concerns in modern energy efficient houses.
David McClure David has an extensive background in all facets of design including package design, Corporate Identity and brand development, advertising, illustration, publication design and development as well as in-depth web design and implementation. David has worked on projects for: Duke University Stores, Little League Baseball, Sony, Mazda Motors of America, 360 Communications, Gore Medical Products, Clingenix Inc., Gentris Inc, Convergent Technologies, QSR Magazine, and All About Beer Magazine. David received a degree for Visual Communication from the Art Institute of Pittsburgh in 1982.
Bob Watson is co-founder and co-president of Vision Design Group. Vision Design group is a advertising and web site agency located in Elon, North Carolina, and was established in 1997. Bob is lead photographer, animator and does some of the design for Vision. Bob has done creative design for Walt Disney, Nike, Olympics 1996 Atlanta, GoreTex and several other well know corporations. Bob received his training with 92nd Psyops, Special Forces, US ARMY (81 Echo Illustrator), as well as an degree in commercial art and photography.
Paul Devine is a marketing and logistics consultant for Blue Sky Foundation in charge of Blue Sky’s educational display trailers. Paul has 10 years experience in various consulting roles for businesses ranging from 2 employees to Fortune 500 companies. Paul holds a Bachelor of Science in Business from his native state’s lone university, The University of Wyoming and an MBA from the University of Michigan.
